Definition of ¡°homelessness¡± varies across nations and institutions. In the case of South Korea, the Ministry of Health and Welfare defined homeless people through the 2011 revision of the ¡°Homeless Welfare Act¡± as individuals aged 18 and above who have lived in a place that is significantly unsuitable for habitation or entered homeless shelters for a certain period without a stable residence. As of May 14, 2021, the number of homeless people in South Korea was 14,404, with 8,956 excluding those residing in subdivided apartments. This proportion is equal to 1.73 per ten thousand people. However, based on a 2021 survey by the Ministry of Health and Welfare and Korea Institute for Health and Social Affairs, there were limitations to figure out the accurate numerical value, and the actual numbers could be higher. Homelessness can be seen as a very complicated matter considering every individual's situation. There are tremendous reasons for homelessness and the definition and solution can be suggested in completely different ways depending on the individual's situation. But what if there are mutual resolutions for every homeless person?


First and foremost, the most fundamental and effective solution is providing financial assistance to homeless individuals. To achieve this, the government needs to reconsider its fiscal management and consider raising individual taxes. Targeting the most vulnerable among the homeless, the proposed amount could be up to 800,000 KRW per month, accessible through nearby banks or convenience stores using cash or specialized cards for the homeless. Money fulfills basic needs, and regardless of individual reasons for homelessness, it is the ultimate remedy. Even if psychological factors contribute, if one has a home, then there's no need to live on the streets. This approach is different from government-supported medical and housing assistance; it does not help people who have lost hope and everything to just keep breathing. Instead, giving them money and letting them get what they desperately need will give them hope that they can solve their problems on their own. Moreover, alleviating present concerns allows for future planning. In California and Los Angeles, providing monthly payments of $750 per month for six months with no strings to 69 homeless individuals reduced the homelessness rate from an initial 30% to 12%. The group without financial aid saw a decrease from 28% to 25%. Extending financial support to a larger population for a more extended period is likely to dramatically decrease the number of homeless individuals.


The second proposed solution can address the limitations of the first. Since the government cannot provide financial assistance to the homeless for their entire lives, it is now important to help the homeless find ways to sustain their lives on their own, rather than relying on outside help. This can be done by providing them with opportunities to earn money. This requires diverse hiring by companies. If companies hire homeless people and provide them with adequate training, they can do their job well. If a homeless person lacks experience, instead of reducing their salary, their lack of experience can be compensated for by providing them with additional training. It is wrong to not hire homeless people from the start with a narrow-minded attitude that does not believe in their potential. However, such attitudes are already entrenched in society and it will not be easy to change them, so the government should directly encourage them. For example, the government should promote and financially support such companies to increase the number of businesses that hire people with diverse circumstances. Individuals should also support such businesses by giving them positive feedback. Individuals should also consider where their money is better spent, on their own luxuries or on uplifting others. Do not complain about having to pay more taxes for alienated strangers.


Finally, the minimum wage should be raised. This is to prevent homeless people from being driven out onto the streets in the future. As people earn more money, the likelihood of becoming homeless naturally decreases, and it also helps those who are already homeless to develop the will to find a job. However, it is important to raise the minimum wage to a reasonable level so that it does not have a negative impact on businesses.


As we face a potential surge in homelessness alongside the increasing automation of jobs by A.I., understanding how to address the homelessness issue is required. For example, we need to help homeless people get back on their feet by providing them with financial assistance, promoting diverse hiring by businesses with government and individual support. We also need to raise the minimum wage so that they can work steadily and prevent more people from falling back into homelessness.
