With the advent of the one-person media era, large-scale platforms are also growing rapidly. In particular, YouTube, which has an average monthly user base of 1.9 billion, has had a huge impact on various age groups. It is not unusual for YouTube to rank among elementary school students in the recent survey on their future prospects. In the midst of this trend, non-regulatory creators are causing a variety of problems while remaining outside the norm.

 

Creators' main revenue is Internet money and advertising revenue donated by viewers, so they need a lot of subscribers to make a lot of profits. Excessive greed to attract many people can also lead to the production of stimulating content. According to a survey on the perception of personal broadcasting on the Internet on ¡®Trend Monitor¡¯, 45.9 percent said they were exposed of provocative images. In addition, a considerable percentage of the respondents were reckless (35.9 percent), legal regulations (33.2 percent), sensational and obscene materials (28.6 percent), and abusive (27.1 percent).

 

Recently, an elementary school student with brain lesions and visual impairment donated 130 million won to a private Internet broadcasting host (BJ) using his mother's mobile phone. The money was a deposit collected by the family of the elementary school student to move to a rented house. The real-time broadcasting application returned the full amount belatedly, but minors in Korea often pay large amounts of money for Internet broadcasting under their parents' names.

 

With the rapid spread of single-person media, the number of people who start just for popularity or money is also rapidly increasing. The number of cases of misleading information or exaggerated facts is also increasing to win viewers' favor. In the meantime, it leads to serious consequences such as confilicts between people, innocent victims and social problem. It is easy to find one-man media broadcasts that are covered with provocative phrases on the media content provider YouTube. In fact, according to a news awareness survey commissioned by Yonsei University's Barun ICT Research Institute, 88.8 percent of 1,312 adults said problems such as fake news were serious. And 60.6 percent said they actually saw fake news. In particular, the highest number of fake news sources is listed as online video sites such as YouTube.

 

Moreover, the hidden advertising issue rose to the surface by the exposure of a famous youtuber in July. He claimed that many famous Youtubers have promoted products without informing viewers that it is an advertisement. From hiding paid review to pretending to buy the products themselves, there are many ways to hide advertising. This problem was not confined to some youtube channels. IT, food, fashion, medicine and every field of youtube creators were embroiled in this controversy. The celebrities were no exception. A popular stylist who appeared on TV many times has been uploading review videos of fashion items like bags, shoes and accessories with the title, ¡°bought out of my own pocket¡±. But it turned out that it was paid advertising. For this reason, The Korea Fair Trade Commission made it mandatory that paid content carry ¡°paid or sponsored¡±signs.

 

The excessive behavior of some creators has led to voices stressing the need for regulation. Therefore, while it is becoming increasingly important for information producers such as Youtuber to observe information ethics on a personal level and cultivate a mature cultural awareness is the solution to the problem related to the media. In order to do this, not only individual action but also government-level efforts are needed.
